Dhcp 4.0.0; the NIC is receiving DISCOVER but the daemon doesn't showing it in logs

Hi all

I have DHCP 4.0.0, it's working fine with all machines , just when i added
yesterday a new machine to network, it couldn't get any IP , when i take
traces in the interface listening to dhcp requests; i found that the
interface is receiving the dhcp DISCOVER but I could not find it in
/var/log/messages, just for this machine!!!! after restarting the daemon
"service dhcpd restart" ; the problem resolved,

I would like to understand this behavior, i have any restriction in my dhcp
configuration.
