dhcpd upgrade 3.0.6 -> 3.1.2p1

Folks,

Does anyone know if there are problems upgrading from 3.0.6 -> 3.1.2p1  
with the lease file format or perhaps failover issues in regards to  
existing leases?  I was experiencing very strange behavior with the  
servers such as only 50% of the leases would be handed out.  Both  
servers were saying "peer holds all free leases" for the remaining  
50%.  I even tried nuking the lease file from the secondary.  The  
secondary was recovering and the primary automatically entered partner- 
down.  Both servers were STILL saying "peer holds all free leases".  I  
have since reverted to 3.0.6.  Thoughts?
