Well there's your problem I suspect. When you connect everything to a 
100M switch for testing, I'd guess that switch doesn't have Spanning 
Tree enabled.

You need to turn on Rapid Spanning Tree, aka portfast, aka several 
other things I'd imagine. That way, when the client connects, the 
port will go immediately to enabled (so DHCP will work), but if 
someone 'accidentally' creates a loop, it will be turned off quickly 
enough that it won't kill the network.
