Your comment below would show that it is indeed a switch issue. On the switch side are you forcing the port speed or using auto as well? If you force it on the switch side and use auto on the server side this causes issues.

* I also just tried moving the dhcpd server off of a 1000 NIC and onto a 100 NIC in the server.  But this did not make a difference.  There is still at 10-30 second delay for dhcp requests.
