Doesn't sound like the dhcp-relay function of this router is
working/configured properly. I guess if you could put a box running
ISC's dhcp-relay agent on the 172.16.0.0/16 network it should fix it.
This may require getting the router admin to disable the DHCP-relay
feature (possibly called "DHCP helper").
