OK Ted, I see where you are coming from but I still don't see how I can build a host {} entry for ISC DHCP v4.1 that will use the information I have.  I am back to my original question.  The doc says to use

host xyz {
   fixed-address6 2001:4530:1::128:123;
   host-identifier option ??????;
}

What should the ????? be
