Windows 2008 server, does the same thing, but it's also easily disabled.
I'm reasonably sure it could be pushed down with a group policy, but I
also think that in an environment where you're in a position to push
down a group policy, you're also in a position to mandate that it be
turned off at install time and/or in your client imaging process.

Interestingly, Win 2008 & Solaris 10 both will keep their stateless
autoconfig address bound, even if you hard set a v6 IP.
