Updated specfile, dhcpd client options (like timeout)

I'm considering upgrading from the default dhcp-3.0.5-13.el5 packaged
with CentOS 5.2 to DHCP 3.1.2, in order to take advantage of "Dynamic
BOOTP leases are now load balanced in failover" (only present in
3.1.0+).

Are there src.rpm's available, or an updated spec file (the one
packaged with 3.1.2 appears to generate errors under rpmbuild-4.4.2)?

Finally, within dhcpd.conf (in 3.0.5), can one pass options to the
client resolv.conf, similar to:

options timeout:0.5
