The patch appears to enforce a 60 second minimum lease time, which is
not described in any IETF RFC.  I suspect imposing one would be met
with some resistance.

This is purely a data problem, /var filling up is not a symptom of a
deeper problem, it is the whole problem; if the client is instructed
to observe a 2-second lease expiration, it should renew in 1 second,
and it is only the bulk of data recorded that causes an issue.
