    That depends on what you consider a transaction. A completely new
transaction would start with a new DISCOVER packet, not a second
REQUEST packet. The basic packet flow data will only tell you so much.
You probably need to look at the logs from the server to see what the
client is asking for and why the server NAKed it. You can sniff more
details as Glenn sugested but nothing beats the server's point of view
in my opinion.
