these two log lines together shouldn't be possible, unless they are
unrelated.  the 'not found' means abandon_lease() is never called, but
it is 'abandon_lease(lease, "declined.")' that causes the earlier log
message...in which case the DHCPDECLINE status should be 'abandoned',
instead of 'not found'.

i'd look at your log lines again.  if this is the order they are
really appearing in, then your dhcpd package, compiler, or sourceball
has been tampered with...
