How can DHCP client get different IP address with same MAC address

That is the correct behaviour as specified by the RFCs. The only way to 
do this would be to delete the lease entry from dhcpd.leases. But many 
popular dhcp clients also retain knowledge of their last leased IPs and 
ask for the same IP again anyway.
