max-lease-time and default-lease-time relationship

default-lease-time will be used if a client
doesn't request a specific lease time. The client
requested time, or default-lease-time if the
client doesn't specify one, is then limited by
min-lease-time and max-lease-time.
It should have no effect on anything else (such as mac-affinity).
