Is there any way to Migrate Users from One Network to Another?

     One technique that might work is to restrict the pool on the
original subnet to a class, the membership of which is built from
systems holding an existing lease. You might also be able to use a
"match if (dhcp-request-type == REQUEST)" to force discovers to be
satisfied from the new pool; but I am less sure that will work.
