No Free Addresses?

Another thought on this. If the OP doesn't want to deal with putting 
a failover server into partner down mode, and so configure both 
servers with enough addresses to serve all clients ...

Then failover isn't actually going to offer much benefit. Two 
independent servers, each with enough addresses (in non-overlapping 
ranges) to serve all clients, would probably work just as well.
