dhcp not updating dns server

Things got busy with the holidays and I didn't get around to this until
today.  I made the above changes, and it didn't make a difference.  DHCPd is
still not updating the dns server and a tcpdump would indicate it is not
even trying (no traffic between the dhcp and dns servers).
