Surely in that case, the network owner knows their equipment's
limitation and can set 'always-broadcast true;' on the DHCP
server, setting the BOOTP_BROADCAST bit and instructing the relay agent
to broadcast the reply.

The client doesn't really have the context to know what kind of
network they are in.
