excessive failover pool balancing, leases files getting out of sync

We had a situation about 6 months ago, where some Cisco 3750  where
dropping the dhcp offers.
It was a combination of new hardware and some firmware on the 3770 that
had the issue.

Simultaneously tracing  in both ends of the network nailed the problem.
