Can ISC's dhcpd be setup to respond to DHCPINFORM only

You can get dhcpd to work without a pool statement (e.g. on static IP)
by just omitting the pool {} block (i.e. put the "option" directly
inside the subnet {} block). I have no idea whether that will work in
your application, but in the general case, you can just omit pool {}.
