how dhcpd resolves hostnames

Hi,

 I'm developing a network management app that looks up info in ISC DHCPD.  I
was wondering how
dhcpd resolves hostnames. Is it purely by DNS? or does the DHCP protocol
have something in it that asks the client for a hostname on request for a
lease?

Also, is there an api for ISC DHCP that would allow for scripts to run on
certain events? Are there any built in management tools for managing many
ISC DHCP servers?

Also,  can anyone update on ISC DHCPD support for SQL storage of leases and
config?

Any insight into these questions will be greatly appreciated.  Thanks!
