ISC DHCP fails to sync leases between peers

It worked!

After some checks I discovered that my Internet connection provider was
blocking some traffic on port 667. I changed the failover port to another
one (110)  not blocked and the servers started to  balanced leases after a
small amount of time.
I must call the provider to yell at them! They guaranteed me that there
wasn't any sort of block on ports...
