Can't open lease database /tmp/dhcpd/dhcpd.leases: Permission denied --

I see why. The server is trying to open /tmp/dhcpd/dhcpd.leases but you said you copied to /tmp/dhcpd.leases mkdir /tmp/dhcpd; cp /tmp/dhcpd.leases /tmp/dhcpd/; should do the trick.
