performance issues with 4096 subnets

That is a well-known "feature" of the older releases. I seem to remember
reading about improved allocation methods and speedier startup, but can't
find anything in the RELNOTES file to indicate when this might have
happenned.

I think an upgrade to dhcp-4.1.1 would be definitely recommended and
worthwhile in your case. 3.0.5 was released in 2006, but the code base for
3.0 releases goes back about 10 years or so.
