DHCP 4.2.4 install overwriting dhcpd.conf

Hi Lyle
This is a "feature" introduced in dhcpd-4.0. I submitted a patch some
years ago, but it doesn't appear to have made it into the distribution.
Even a warning in the release notes to make a copy of the file before
installing would be useful.
