Sorry, that was a bit confusing. This log is from a client that has NOT a fixed address - just to show that in this case, it will ask for an IP twice and then accept the second offer, whereas a client with a "fixed" IP will never be offered a second IP and thus will start DISCOVERing again and again.

I'm thinking that it may have something to do with Mac OS 10.7 being able to netboot for restoring the OS, but I'll have to check that (and I have to leave now).

No. This happens with 10.6 as well as with 10.7 clients.
