Conditional reply to the client

Dear All,
I am using ISC dhcpd 4.2.3-P2.
Example
=======
I have 2 URL's
URL1=http://192.156.0.1
URL2=http://10.0.0.1
I would like to reply differently to clients which are sending option 82
and the clients which are not.
If the client is sending option 82, I would like to sent URL1 in option 43
if the client is not sending option 82, then I would to send URL2 in option
43
