I think you are missing some config on the cisco router. On mine I
have the following...
! RA interval
ipv6 nd ra-interval 60
! set managed and other flag
ipv6 nd managed-config-flag
ipv6 nd other-config-flag
! prevent SLAAC
ipv6 nd prefix default no-autoconfig
! IP helper
ipv6 dhcp relay destination 2001:db8::ffff
