Buffer read error when reading leases file.

I haven't had your issue (but I might of had things continued), but I seem to remember something about the defaults for these values being problematically low & causing a lot of churn in the lease file. These settings were recommended to me:
option dhcp-renewal-time 3600;
option dhcp-rebinding-time 7200;
option dhcp6.info-refresh-time 21600;

I’ve been trying to debug why our dhcp-v6 service wasn’t starting when this line appeared in syslog:
dhcpd: /var/lib/dhcp/dhcpd6.leases: file is too long to buffer.
Upon checking the file, I found it was a massive 6.2GB in file size!
This server handles a floating number of around 300-500 clients-devices, how on earth could the leases file grown this large?
