Abandoning ip address issue

Hi folks,

1)
I'm running into a situation where I'm not able to get a address for a new
client from dhcpd, and this is the message below:

Apr  4 13:59:04 gateway2 dhcpd: DHCPDISCOVER from 00:50:56:ac:e5:b6 via
eth6.1
Apr  4 13:59:04 gateway2 dhcpd: Abandoning IP address 192.168.109.235:
pinged before offer
Apr  4 13:59:06 gateway2 dhcpd: DHCPDISCOVER from 00:50:56:ac:e5:b6 via
eth6.1
Apr  4 13:59:06 gateway2 dhcpd: Abandoning IP address 192.168.109.236:
pinged before offer

....  above message repeats itself.

2)
The issue here is that there are a number of expired leases available.   I
dont understand why the server is not issuing an IP from the expired
leases.

3) This is on Centos 6.5/4.1.1-P1.  I am also seeing it on DHCPD 4.3.0.
 Any pointers are appreciated.
