isc-dhcpd offers ip already reserved

Hi everyone,

I'm looking for some help, I'm facing a weird issue with 
isc-dhcpd-server ISC DHCPd version 4.1.1, for some users I need to 
define fix ip address in isc-dhcpd server, so in this way ip address are 
reserved for a particular host. So far is ok but sometimes (randomly) 
happend that my isc-dhcpd-server gives reserved ip address to a host 
looking for a idle from my pool address causing ip conflicts and denial 
of internet service or refuse of connections

Please somebody throwme a bone here?
