Offered but not ACKed IP in ARP table

We have two dhcp servers(with different pools of course) in same vlan, so
client get offers from both servers with different IPs.
for example server 1 will offer 188.8.131.52 and server 2 will offer 184.108.40.206 to
same client, client choose 220.127.116.11, but sometimes 18.104.22.168 appear in router
ARP table with client MAC(for two minutes, which is the time offered lease
I wonder if this is right, shouldn't client still use 0.0.0.0 instead of
using offered but not ACKed lease?
