DRP server startup

   We run a failover configuration.  We have a second set of servers at a DRP site.  All our relays have all four addresses configured.  The DRP servers are configured to not start the daemon on reboot.  Or at least they should have been.  The server that was secondary at the DRP site was not properly configured.  On a reboot the daemon started.  To my surprise, it served nothing.

   I checked the configuration and it is configured to serve.  It has a copy of the lease data from the production pair.  The startup log follows.

   Is the reason it served nothing that it is the declared secondary server in the failover and the primary was never started?
