You're asking your questions on the wrong list unfortunately. dhcp-users
is all about the older ISC DHCP server.

Looking at https://www.isc.org/mailinglists/ I'd say kea-users or maybe
kea-dev is going to put your question in front of the right group of
people.

Now, based on my knowledge of the old server and having no knowledge of
Kea, I can see two things that might not be right. First up declaring your
reservations inside the subnet and secondly declaring IP addresses that
are in the pool of addresses to be allocated.

I think someone on the kea-users list is going to give you a far better
answer.
