Bind-export-libs missing in bind version 9.16.23-15

Hi Naveen.

Export libraries have not been supported in BIND for more than 2 years. Please see this issue in Gitlab:

For DNS code, please consider skipping BIND version 9.16, which is now end-of-support, and going to version 9.18, which is the current ESV release.
For DHCP code, please also consider moving from ISC DHCP, which is end-of-life, to Kea.
