Does Windows have an IPv6 DHCP server ? If so, then I'd be tempted
to fire one of those up and see what options it provides. I've
lost count of the times I've come across stuff where the vendors
idea of "any OS" == "several modern versions of Windows" and "DHCP
server" == "Windows DHCP Server".

You could also fire up wireshark and look at the actual messages and
check what are asking for. Hopefully the are asking for what they
need if it is not standard.<br>
<br>
If you fire up a windows dhcp server, you could look for what is in
those messages and see the difference to the ISC servers messages.
This may give valuable clues.<br>
