In your dhcpd.conf, you are using "log-facility local7;".  Do you have your syslog configured to log local7 messages somewhere?  This is probably why you're not seeing any DHCP messages in your /var/log/messages file.  Either remove the log-facility line and
 restart DHCP or add logging for local7 to your syslog configuration and restart syslog and you should start seeing log messages from DHCP.<br>

working... And about the sniffing, my server listens for any DHCP query on
