I was bitten by a simple thing recently: my server did not have a
route to the network where the client was residing and therefore

Are you using a relay agent or not?
I would the server to respond to unicast Discover via a relay agent.
I would not necessarily expect the server to respond to a unicast
Discover which is *not* sent via a relay agent. After all, RFC 2131
is quite clear in stating (section 3.1):
1. The client broadcasts a DHCPDISCOVER message on its local
physical subnet.
