No, they aren't and never have been.<br>

What you can do is use a reserved lease. Once reserved, the lease will never get re-allocated to another client and acts very much like a host entry with fixed address. But, unlike the fixed-address statement, a reserved lease goes through the normal lifecycle so you can see it's state in the leases file.<br>
