"DHCPACK on" vs "DHCPACK to"

I am writing a SyslogScan::Daemon plugin for NAT rule updates and have a
question concerning DCHPACK in the log file.

Is it correct that "DHCPACK to" is for a new lease and "DCHPACK on" is for a
renewal?  

Also, I am testing on isc-dhcpd-V3.0.5 and looked through the code for 4.1.0
and only saw "DHCPACK to."  Has the logging verbiage changed in the 4.X
releases?

Here is an example:

Dec 30 10:16:55 ns1 dhcpd: DHCPACK on 172.22.14.82 to 00:12:cf:74:86:e0

Dec 30 10:16:55 ns1 dhcpd: DHCPACK on 172.22.14.120 to 00:12:cf:74:86:f0
(2sxm9) via 172.22.14.4
Dec 30 10:16:58 ns1 dhcpd: DHCPACK to 172.22.69.184 (00:12:3f:7e:17:52) via
eth0
