Distribution header bug

I have INN 2.2.1 (stable Aug 25) running on a AIX 4.2.1.0 system.  Posting an
article with a distribution header of "Distribution: ," results in:

441 Can't parse Distribution line

Here's my ME line in newsfeeds:

ME\
         :*, at alt.binaries.warez.*,!junk,!control*,!local*,!foo.*\
                 /world,usa,na,gnu,bionet,pubnet,u3b,eunet,vmsnet,inet,ddn,k12\
         ::

I don't seem to have the crash problem, or I'm not understanding the 
prerequisites.
