Problems with INN-2.2.2 on HP-UX 10.20

The one place that INSTALL talks about setting a boolean value has now
been updated to use "true" instead of "yes".

INN's method of probing for sendmail is a bit odd.  You pretty much always
have to use --with-sendmail.
