2.2.2 ups the ante versus Campy

I think I have found the problem, but I have not fixed it yet.

Here is the header from one of the articles overchan is having problems
with:

I think what is happening is that overchan looks in the overview data for
an Xref: header with strstr() and thinks it has found it in the
References header line.  Then overchan can't parse the line it found and
complains.

This looks like a bug in overchan.  expireover doesn't seem to have a
problem with it, nor does nnrpd when given XOVER.

I just tried posting an article to misc.test.  It looks like this on 
my spool:
