make install problem - 2.3 20000511

FYI,

For inn 2.3 BETA 20000511, 'make install' doesn't update or install any
files in /usr/local/news/etc:

make[1]: Entering directory `/root/inn-BETA-20000511/samples'
make[1]: Nothing to be done for `install'.
make[1]: Leaving directory `/root/inn-BETA-20000511/samples'

make[1]: Entering directory `/root/inn-BETA-20000511/site'
make[1]: Nothing to be done for `install'.
make[1]: Leaving directory `/root/inn-BETA-20000511/site'

Do not forget to update your cron entries, and also run
makedbz if you need to.  If this is a first-time installation
a minimal active file has been installed.  You will need to
touch history and run "makedbz -i" to initialize the history
database.  See INSTALL for more information.

root at radius1:inn-BETA-20000511# ls /usr/local/news/etc
root at radius1:inn-BETA-20000511#


make update doesn't put anything there either.
