cnfsstat doesn't work from rc.news on first run

Using innd 18 May beta, with a fix for the ovdb problem mentioned recently on 
the mailing list and no other fixes/changes.

This failure happens whenever a new CNFS volume is added.

The following happens, because cnfsstat starts up before innd initialises the
buffer.  innfeed also dies once and restarts.

cnfsstat:

Illegal division by zero at /usr/local/news-2.3/bin/cnfsstat line 280, <STOR> chunk 124.

innfeed:

May 21 01:53:55 nina admin11[9]: innd: SERVER starting

everything is fine after innfeed restarts and cnfsstat is manually restarted, 
and everything works on further runs.
