Unable to add distribution

I've just upgraded from INN 1.7 to 2.2.2.  I have been running for
several years a Perl script that translates incoming mailing list mail
into news postings, and posts them to special moderated local
newsgroups on my server, with a distribution of "bayview".

However since upgrading to 2.2.2, this no longer works.  It says the
distribution is unwanted (error 437).

I've been all over the documentation, man pages, FAQ, Google searches,
etc.  Usually when I have a problem with some open source software
package, a Google search quickly returns some archived mailing list
conversation about it which gives me the answer.  But in this case,
there don't seem to be any such archives.

I was able to find one thing: apparently INN expects a "distributions"
file.  I found a sample of this in one of the web searches, but I
wasn't clear where to put it.  I put it in /usr/lib/news or
/var/lib/newsand it didn't have any affect.  When I put it in
/etc/news I was able to see it by giving the "list distributions"
command to nnrpd, but it still won't accept postings with the custom
distribution header.

I'm submitting this as a bug because it worked in 1.7 and no longer
works in 2.x.  If you don't agree that it's a code bug, at least
consider it a documentation bug - if the file "distributions" is
supported by nnrpd, its syntax and behavior should be documented.
