INN 2.3.2: nnrpd rejects article with duplicate "Cc" header but shouldn't

If you try to post an article through nnrpd in INN 2.3.2 with two "Cc"
headers, the server rejects it.

There's no legitimate reason for this rejection.  "Cc" doesn't have
any significance in Usenet postings (its presence in a posting usually
means that the author both posted the article and mailed it to one or
more people), and even if it did, there's no reason why a Usenet
posting can't have multiple "Cc" headers just like an E-mail message

In short, an article with multiple "Cc" headers shouldn't be rejected.
