How to start inn?

Hi...your question would be better asked on inn-workers or in the
news.software.nntp newsgroup.

The relevant configuration file is readers.conf; yours

auth "local" {
    hosts: "*.vn.ibs-dp.com, vn.ibs-dp.com"
    default: "<local>@vn.ibs-dp.com"
}
access "local" {
    users: "<local>@vn.ibs-dp.com"
    newsgroups: "*"
    access: "Read Post"
}

should allow anyone from those hostnames to read and post.  If this is not
what you're seeing, try looking in the news.notice logfile for "nnrpd"
lines and see what IP address nnrpd thinks the clients are using.
