actsync problem in bad_grpname

This is actually intentional.  RFC 1036 doesn't say anything at all about
valid newsgroup names, but most other informal standards and guidelines
don't allow newsgroups with components beginning with non-alphanumeric
characters.  I notice that it isn't well-documented, though; I'll add
something to the documentation at least.
