Then it should be documented in the man page.  For example:

changegroup group rest
    The newsgroup group is changed so that its fourth field in the
    active file becomes the value specified by the rest parameter.  This
    may be used to make an existing group moderated or unmoderated, for
    example.  This command can only be done while the server is running.
