INN should use everywhere a saner date and time format.
Parsing logs would for instance be easier with "YYYY-MM-DD HH:MM:SS
-ZZZZ", as Russ Allbery suggests in an [https://lists.isc.org/pipermail
/inn-workers/2008-December/000123.html inn-workers posting]. Todd Olson
has also concerns about daylight savings and leap seconds in
[https://lists.isc.org/pipermail/inn-workers/2008-December/000129.html
another message].
